Capello's England Objective - Unrealistic?

So the FA have set Capello the objective of getting England to at least the semi-finals at one of the next two major tournaments. Bearing in mind that England have failed to reach the last four of a major tournament since Euro 96, are the FA setting Capello an unrealistic target?

Let’s take a look at the history of England’s manager:

Walter Winterbottom 1946-1962 England’s first manager, took them to 4 World Cups
Matches: 139 Win %: 56.11

Alf Ramsey 1963-1974 Former England captain who went on to guide England to their finest hour in 1966.
Matches: 113 Win %: 61.06

Joe Mercer 1974 Caretaker Manager took charge for only seven games, winning the British Championship and losing only once.

Don Revie 1974-1977 Lost key players, quit controversially to coach the United Arab Emirates.
