FIFA has taken the first step towards holding the 2022 Qatar World Cup in the winter after president Sepp Blatter announced the setting up of a commission to look into moving the tournament from the summer.

FIFA's executive committee has set up the commission which will not report back until after next year's World Cup, and a final decision on the timing may not be made until 2015.

Blatter made the announcement during a press conference in Zurich at which he also addressed the issue of the rights of workers engaged in working on the infrastructure in Qatar ahead of the World Cup.
