Matt Tubbs scored his fourth goal in two games to keep Portsmouth in the Sky Bet League Two promotion places.
Tubbs, who grabbed a hat-trick against Cambridge last week, scored the only goal of the game in first-half stoppage time, coolly netting from Kyle Bennett's pass to ensure Newport remain rooted to the foot of the table.
