Howard Webb has been struggling to give penalties all season - just ask Louis Saha.[LNB] The Everton striker beat Manuel da Costa to the ball and was brought down inside the box. It was a clear penalty but Webb failed to whistle.[LNB] Big decision: Referee Howard Webb awarded a penalty for a foul on Carlton Cole but failed to send off Sylvain Distin[LNB] The way the official had awarded West Ham their spot-kick proved that these big decisions are troubling him. It was a foul by Sylvain Distin on Carlton Cole and the Hammers striker was heading towards goal with a clear and obvious scoring opportunity, yet Webb didn't show Distin the red card.[LNB] Once he had decided that it was a penalty he really should have reduced Everton to 10 men.
