The manager insists Terry is 'innocent until proven guilty' after the accusations were made against the Chelsea player over an incident involving QPR's Anton Ferdinand nearly three weeks ago.
Terry will not start against Spain in Saturday's friendly at Wembley - Frank Lampard will captain the side - while Capello looks at other players in his squad such as Joleon Lescott and Phil Jagielka.
But he will return - and as captain - for Tuesday's friendly with Sweden at Wembley. When asked if Terry should have been excluded, Capello said: 'Why? For me he is innocent until proven guilty. Absolutely.
'For that reason he is here. Sorry. I can't speak about it. 'I decided that he will not play against Spain. I want to see something different in the two centre-backs tomorrow. United front: Terry has the backing of the squad despite race row 'I decided everything (regarding team selection) before what happened (the racism allegations). I don't want to speak about this any more.' Capello confirmed: 'John will play against Sweden. Tomorrow he will be on the bench with the other players.
He will be captain (against Sweden), absolutely. 'He is the team leader. He has always been really important in the dressing room. 'But I think it will be important to see some players play against Spain. The style of Spain is unique. None of the other teams play like that. 'For this reason it will be really important to see how the (other) centre-backs do against a team like Spain.'
Lampard echoed Capello's sentiments that Terry is innocent until proven guilty. He said: 'That is something we all go by in this country and is the basis of our lives whatever walk of life you are in. 'There is a lot of respect in all ways in the dressing room and it will always be like that and that is where we are at now.' He said: 'It is not at all like that. What has happened with John is the manager has decided he is not playing tomorrow. 'He has confirmed he remains captain for the team. I'm happy to play for England whether I am captain or not. 'But John remains captain of the squad and the group.'
