Derby County are confident of landing winger Steve Davies from League One side Tranmere Rovers.
The Championship-bound Rams have set their sights on the soon to be out-of-contract 20-year-old midfielder.
Derby's chairman of football Adam Pearson has revealed his club's pursuit of the player and has admitted that the deal could be referred to a transfer tribunal to set a fee.
Left-winger Davies returned towards the end of the campaign after missing five months with knee ligament damage.
"Steve Davies is a player we've made an offer for to Tranmere," Pearson told the Derby Evening Telegraph.
"We'd like to bring him to Pride Park. He's on a Bosman but he's also under 24 so it would go to tribunal if we don't come to an agreement.
"If it means going to a tribunal then, yes, the answer is, we probably would be just as happy for it to go to tribunal to secure him."
