Derby County boss Paul Jewell has promised some big changes at the club in the summer as he attempts to guide the Rams back into the Premier League at the first time of asking.
County's 3-1 defeat at Blackburn Rovers ensures Jewell's side will finish the season with the lowest ever total in Premier League history.
But Jewell said after the Ewood Park loss: "The important thing now is trying to build for next season. There has to be a whole culture change.
"We have to be mentally stronger as well as physically stronger and that's what we have to do between now and June 27.
"I've got to try to chop and change and, whatever I can generate I can put back into the players. But I'm comfortable with the budget and the amount of manoeuvring I can do.
"The Derby fans must be the best supporters in the country considering what they've had to watch. The sooner we can give them a team they deserve the better."
