Rams looking at Rovers midfielder
The 20-year-old, who came through the youth ranks at Ewood Park, will train with Clough's side for the remainder of the season.
He featured in a behind-closed-doors game against Peterborough at the Rams' Moor Farm training ground on Wednesday.
Clough confirmed: "He is training with us for the rest of the season and then we will make a decision on him."
O'Keefe's contract at the Premier League club is set to expire in the summer.
