The 31-year-old has been offered a two-and-a-half-year deal by the Railwaymen.[LNB]But Phillips appeared to ruled out a permanent move on Wednesday after parent club Bristol Rovers refused to make up the difference in wages under his existing deal and the one Crewe have offered him.[LNB]And assistant manager Steve Davis admits the Cheshire club will have to look elsewhere if a deal cannot be done.[LNB]Davis told The Sentinel: "We are still hoping Steve will sign because he has done well for us since joining in November. We've offered him the best deal we can, and we're still hopeful he'll eventually sign on the dotted line.[LNB]"At present, it doesn't look like Bristol Rovers are going to change their minds, so if Steve doesn't sign we'll be looking to bring in a replacement."[LNB][LNB]
