Chelsea manager Jose Mourinho has hinted that he is no longer being given the money to strengthen his squad.
Blues owner Roman Abramovich has bank-rolled Chelsea to successive Premiership titles, but Mourinho believes he is not being allowed to bring the players to Stamford Bridge he wants.
Mourinho is keen to sign FC Porto defender Pepe - who he watched play in Sunday's 1-1 draw with Benfica - but does not think he will be given the chance to bring him to west London.
"Pepe impressed me a lot and was very good," said the Blues boss. "Besides, I've been passionate about Pepe for a long time.
"By that, don't think that Chelsea want Pepe, because they don't have the money for him."
Abramovich has already spent £400million since he took over at Stamford Bridge but recent reports have suggested his relationship with Mourinho has broken down.
It is widely believed that Mourinho will leave the club in the summer after spending three seasons with the Blues.
