Addicks allow Arter to join Welling
The 18-year-old's move to the Addicks' near neighbours will finish on April 25, which is when the Blue Square South season has reached its climax.
The club are currently ninth in the league, but their form has dipped with four consecutive defeats, and United will hope Arter will add some flair to the midfield.
Arter, who graduated from Charlton's Academy, should be in Welling's squad for their clash against Havant and Waterlooville on Saturday.
