Hay takes simple route to success
It may have been more than 20 years since Hay last occupied the Parkhead hotseat but the former Hoops boss claims the job has not changed too much in that time.
Mowbray remains the favourite to succeed Gordon Strachan in the east end of Glasgow after West Brom confirmed this week they had received an official approach from the Glasgow giants.
Asked what Mowbray can expect if he does take over the helm at Celtic, Hay said: "The basic concept is the same - you have to finish above Rangers.
"That was the case in my time and it hasn't changed.
"There is maybe more media scrutiny now and there is more intense media coverage."
Celtic's search for a new manager has dominated the back pages since Strachan's decision to quit 24 hours after losing the Scottish Premier League title to Rangers.
However, Hay does not believe their rivals across the city will be paying too much attention to goings on at Celtic Park over the summer.
"I think when you are at Celtic and Rangers you just get on with your own job," he said.
"Whatever happens at either side, you concentrate on yourself.
You deal with each other when you play each other."
Hay - who has also managed Livingston and Dunfermline - briefly returned to the helm at Almondvale for Livi's final two games of the season.
But, with a vacancy at Falkirk and, possibly, Motherwell in the coming days, he claims he has no interest in a full-time return to management.
"I still like my involvement in football on the periphery but I've had my shot," said Hay.
"I enjoyed it but I'll leave that to other guys who are seeking employment."
Meanwhile, Hay has told Celtic they have no option but to splash the cash if they want Mowbray as their new manager.
West Brom are understood to be demanding £2million in compensation for the 45-year-old before allowing him to hold talks with Hoops chiefs.
And Hay now expects the Glasgow giants to dig deep to get their top target.
"If you want him, you've got to pay it I'm afraid," he said.
"In the past, transfer fees were associated with players. But, on the managerial front, that price now has to be paid for expertise.
"To me, it looks as though he will be at Celtic Park.
"With European qualifying games coming up, I'm sure Celtic will want to get a manager in place reasonably soon."
