A Football League panel ruled that the League One side fielded only five players who are deemed first-team regulars in the game on September 1, with rule 7.3 stating that at least six must be included in the starting line-up.[LNB]The Cumbrians revealed that Tom Taiwo and Danny Livesey were unavailable for the game, which Carlisle won on penalties, due to injuries and argued that Kevan Hurst and Richard Offiong had not made many appearances for the club as they had only recently signed.[LNB]United must pay £1,500 immediately, with another £1,500 suspended pending future involvement in the competition.[LNB][LNB]
