Parkin agreed a mutual termination of his contract at City last week and has now joined newly promoted Fleetwood.
Last season he didn't feature for City's first team since August and had loan spells with Doncaster Rovers, Huddersfield Town and Scunthorpe United last season.
Best of luck to him as Fleetwood embark on their first ever forray into the Football League.
