The 20-year-old will complete the move, which gives him the option to extend his stay, on Friday provided the paperwork goes through.
Manager John Coleman is delighted to have secured the centre-back's services.
"He's played for Republic of Ireland Under-21s," said Coleman.
"He has got a good pedigree and he's had a good grounding at Burnley so he is not coming here as a fresh-faced kid, he's been over here for a while.
"It will be a different style of football to what he is used to playing in League Two and hopefully he will cope and adapt."
