Burnley defender David Edgar could be allowed to head out on loan after he expressed a desire to start playing on a regular basis.
Midfielder Kevin McDonald looks set to join a fellow Championship club in a temporary deal before the weekend and Edgar could join him.
Laws said: "We've got to consider everything. David's been part of the squad and the team, and we've been pleased with his progress particularly in the summer.
"We've been working on him, not just defensively but also in a midfield role. We want to diversify and look at other areas with him.
"But there are a number of players that need to get out on loan to get games. While we boast a very strong squad and a competitive squad, to keep that competitive edge they need to be playing."
