Blackpool chairman Karl Oyston has warned the club's fans that the South Stand at Bloomfield Road will only be rebuilt if attendances improve.
The southern section of the historic ground has stood empty since the original stand was demolished five years ago and Oyston claims it will only be replaced if the Seasiders begin to attract larger crowds.
"It'll take 1,500 extra fans for there to be any additional benefit other than to repay the loan to build the stand," he said at a fans' forum.
"If the supporters continue to back us and turn up in bigger numbers then we'll have to do something.
"The South Stand will be built as and when it's right for the football business to build.
"I know we do need to progress as a club and it's top of our agenda, believe me, but it wasn't right to do it now."
