Livingston are threatening to bring FIFA into the controversy surrounding Wes Hoolahan's transfer to Blackpool.
The winger spent last season on loan at Bloomfield Road and the Seasiders are willing to pay the £75,000 transfer fee they say has already been agreed by the two clubs.
However, the Scottish side are demanding £250,000 with their chief executive Vivien Kyles saying: "Wes is now very keen to stay at Blackpool, so if we can reach an agreement on terms good for us it might happen.
"However, it won't happen on the terms Blackpool chairman Karl Oyston is trying to push through.
"He has claimed we wrote to the player and his agent saying he could leave - not unless someone forged my signature we didn't."
