Blackpool chairman Karl Oyston has slammed Livingston over the hold-ups in winger Wes Hoolahan completing his move to Bloomfield Road.
The 25-year-old Irishman scored ten goals in 49 appearances while on loan with the Seasiders last term and a permanent deal had been agreed between the two clubs.
However, Livi are now holding out in a dispute over loan payments, meaning Hoolahan is left in limbo.
Oyston told the Blackpool Gazette: "The blame for this situation lies very squarely with Livingston, who have reneged on a deal that they were more than happy to enter into last season.
"They couldn't wait to get Wes off their wage bill and ship him off to us.
"We are expecting an answer from FIFA before the weekend and we have requested permission to play Wes this weekend from the English FA, who still hold his transfer certificate."
