Blackpool's bid to sign loan star Wes Hoolahan from Livingston on a permanent basis has been referred to the Football Association after the Scottish club refused to ratify his move.
Hoolahan spent the recently completed season on loan at Bloomfield Road and has since agreed a two-year contract with the Seasiders.
However, Livingston have refused to release the player's registration as they claim the Championship-bound club 'failed to honour the loan-payment conditions'.
Blackpool have denied the claim and asked the FA to intervene in a bid to find a resolution.
"Blackpool can confirm they have activated the clause in the agreement with Livingston to make the loan signing of midfielder Wes Hoolahan permanent," read a club statement.
"The club informed Livingston of their decision on May 24, seven days before the required deadline.
"Livingston have so far refused to sign the necessary transfer documentation claiming the Seasiders have failed to fully honour the loan-payment conditions.
"Pool deny the claim and as a result have referred the matter to the FA who are liaising with their Scottish counterparts."
