Blackpool: Barker was brilliant
The 26-year-old defender has signed a three-year-deal with the Rams and moved to Pride Park for an undisclosed fee.
Barker has impressed at right-back but most notably at centre-half since joining the Seasiders from Rotherham in the summer of 2006.
"Shaun has been a fantastic player for us and we all wish him well for the future," Oyston said.
"We have kept him fully updated with the various offers and negotiations we have been involved in and he has conducted himself in a fully professional manner.
"Being from the East Midlands, Shaun was keen to speak to discuss a move and after various discussion Derby made us an offer that we feel in the best interests of the club."
