Blackburn Rovers have signed Roque Santa Cruz's younger brother Julio on a three-year contract from Paraguayan club Cerro Porteno.
The 18-year-old needs only to acquire international clearance to complete his switch to Ewood Park, where he will link up with his elder sibling.
He told his new club's official website: "I am very happy to be here at Blackburn, it will be an amazing adventure for me."
Roque Santa Cruz had earlier spoken of his delight that his brother was heading to Rovers, a move which looks likely to end talk of the Paraguay international leaving Ewood Park after just one season.
He told The Sun: "The fact that it has all come together now is nothing to do with me staying here.
"But to have family over here gives you a better feeling because you don't feel so far away from Paraguay."
Santa Cruz, 26, scored 23 goals in 43 appearances last term following his arrival from Bayern Munich, sparking talk of interest from Manchester City and Arsenal.
