Sturrock cautious over Gallagher bid
Gallagher has scored 12 goals on loan with the Pilgrims this season, and the 24-year-old has already admitted he expects to leave Blackburn in the summer.
Sturrock would love to take the Scot to Home Park on a permanent basis, but admits his hands may be tied if Rovers want too much money.
"Obviously we would love to keep Paul here beyond this season, but finances have a huge influence over bringing players to the club," Sturrock told Sky Sports.
"His wages and the transfer fee wanted by Blackburn for him would have to be a major consideration, but it is something we will be looking into and it will be difficult."
