Barnsley manager Simon Davey has revealed his anger at the continuing red tape which has prevented summer signing Hugo Roberto Colace from making his debut.
The 24-year-old Argentinian joined the Championship side from Newell's Old Boys in June but is still waiting to make his debut.
"We have had to give an ultimatum to FIFA now and we are waiting for some sort of answer," Davey told the club's official website.
"The same thing would definitely not have happened if it was Manchester United signing a player.
"It is common knowledge that the Argentinean FA can be a bit awkward, but Newcastle United had clearance come through for a player in four days.
"Hugo is distraught at the moment. He comes and sees me every day and asks.
"He goes out and trains hard every day, but the biggest thing for any player is the game at the end of the week and he does not have that at the moment.
"He can't even play in reserve games, so that is extremely hard for him.
"At the end of the day, we are waiting for other people to sort this out and I do not know if the delay is down to incompetence or what."
