Barnet have been fined £13,000 by the Football Association for a disciplinary record of 95 bookings and three sendings-off last season.
Part of the fine is suspended for a season, with the Bees given a chance to improve their record next term.
However, a spokesman told the club's official website: "We are absolutely staggered to learn the extent of the fine."
Meanwhile, Bees boss Paul Fairclough has admitted to being disappointed that former Underhill loanee Barry Fuller snubbed an offer from the club to link up with Stevenage Borough instead.
Fuller played 15 times for Barnet last term before being released by parent club Charlton Athletic, but opted to join Boro instead of the Bees.
Fairclough said: "Barry was a great player for us, but he has chosen to play non-league football. We are surprised by his decision, but it is up to him."
