Mariner was keen to bring the Australian back to the club and asked Villa about the possibility of a new deal.
However, with Villa currently competing on three fronts, Mariner accepts Lowry is unlikely to return to the Devon club in the near future.
"We have had some communication with Villa, and they have a lot of games coming up," Mariner told The Herald.
"We have been told they are really not looking to let people go out (on loan). That's quite understandable."
Meanwhile, Mariner is set to take a look at nine unnamed trialists when Argyle meet Fulham in a behind-closed-doors game at Motspur Park on Tuesday.
