Jose wants Vieira to make decision
Mourinho has previously said he expects Vieira to move on before the close of the transfer window after struggling with injuries last season.
Arsenal boss Arsene Wenger has not ruled out bringing his fellow Frenchman back to the club, but admits he is no closer to agreeing a deal for the former Gunners captain.
Tottenham have also expressed an interest in the 33-year-old, who joined Inter from Juventus in 2006, but Mourinho says there has been no contact from either English club and wants Vieira to tell him about his plans for the future.
"If Vieira wants to leave, he has to say it clearly," said the Inter coach.
"Until now, we have had no contact from Arsenal or Tottenham on the subject."
