Arsenal manager Arsene Wenger demands tighter rules on club ownership

Arsene Wenger has urged English football's rulers to tighten ownership regulations to stop potential asset-strippers gaining control of clubs. [LNB]Wenger believes that Premier League and Championship clubs are vulnerable to businessmen or even groups of agents, who may have their own agendas for taking over clubs, and he wants the fit-and-proper person tests to be extended.[LNB] 'The Premier League must have an accountability of the guy who comes in,' said Wenger. There aremore and more groups of people who have agendas other than making theclub bigger than it is when they buy.' [LNB]Wenger cited the example of a club in France who were taken over bya consortium who promptly sold all the players and brought in a new,cheaper squad. 'It was a group of agents and they just used the club,'he said. [LNB]Meanwhile, Wenger believes that the current inactivity in thetransfer window is down to a trend of players worrying about the taxsituation in England.[LNB] 'You have two clubs in City and Chelsea with specific rules,' saidWenger. 'They can do what they want financially. All the rest can'tbecause of the 50 per cent tax rate. But it looks as if all the biggovernments have financial problems, maybe apart from Germany. Thatmeans in every country there will be a pressure to improve the taxsystem. They have started already in Spain.'
