Raith Rovers celebrated winning the Second Division title in front of a crowd of more than 4000, despite being unable to break down Arbroath.Barry Sellars gifted the ball to Robert Sloan but the Rovers man was unlucky with a lob from almost 50 yards. Arbroath goalkeeper Darren Hill made great saves to deny Steve Hislop and Iain Williamson.
