Daniel Rennie had the best chance of the second period, his half volley flashing wide from 10 yards as Arbroath held on to go third.
Chisholm’s side were pinned back into their own half for much of the second period, unable to get the ball beyond the halfway line because of the wind.
And the East Fife No.2 said: “The game turned into a real farce because of the wind and shouldn’t have gone ahead.
“Every time my keeper tried to clear the ball in the second half it didn’t cross the halfway line – but every time their keeper kicked it went straight out of park behind our goal.
“While it’s not an excuse for losing we shouldn’t play football in weather like that.”
