Both sides were docked points at the start of the season and remain favourites to be relegated from League Two.
Howe said: "It was frenetic, end-to-end stuff, and both sides gave everything, and it was a good spectacle.
"I'm disappointed because we wanted three points and we did not make it easy for ourselves because for the second time in succession we conceded a soft goal.
"A point is a fair result for both sides. There was a lot of huffing and puffing, but neither created much. Luton are a decent side with good front runners and they work hard. I was disappointed we did not get at their back-line enough."
